Dustin Ly, MD
Medical Director
Dr. Dustin Ly serves as the Medical Director of East Lake Medical Clinic and is board certified in Internal Medicine. He earned his medical degree from the University of Health Sciences Antigua and completed his Internal Medicine residency at Roger Williams Medical Center in Providence, Rhode Island.
Following residency, Dr. Ly practiced at St. Cloud Medical Group and Select Specialty Hospital, where he gained extensive experience caring for patients with a wide range of acute and chronic medical conditions.
Committed to advancing his expertise, Dr. Ly also completed a fellowship through the American Academy of Anti-Aging Medicine (A4M), earning the designation of Fellow in Aesthetic Medicine. He is passionate about providing personalized, evidence-based care and helping patients achieve their best possible health outcomes.
Outside of the clinic, Dr. Ly enjoys reading the latest medical research, swimming, and spending time with his family.
Dr. Robert Powers, DO

Dr. Powers earned his Doctor of Osteopathic Medicine degree from Nova Southeastern University College of Osteopathic Medicine in 2003. He is dedicated to providing comprehensive, patient-centered care with a focus on accurately diagnosing medical conditions and developing individualized treatment plans.
Dr. Powers is experienced in prescribing medications, recommending appropriate therapies, performing in-office procedures, and closely monitoring his patients’ progress through routine follow-up visits. He works collaboratively with patients to adjust treatment plans as needed and believes that patient education is an essential part of quality healthcare. He takes the time to explain medical conditions, treatment options, medications, and preventive care to help patients and their families make informed decisions about their health.
Outside of the clinic, Dr. Powers enjoys researching hormone therapy, running, and spending quality time with his family.
East Lake Medical Clinic is pleased to welcome Minh-Chau Tran, ARN, NP also known as Cathy. Cathy has been in the medical field for over four years and obtained her Master of Science in Nursing from Chamberlain University in Virginia.As a Family Nurse Practitioner, she focuses on comprehensive healthcare for families and family members across all ages, body systems and diseases. We are excited to have Cathy joined our team and continue to provide personalized care to our patients.Cathy can speak fluently both English and Vietnamese. In her free time, she likes to read and spend time with her family.
Bianca Peck, APRN, FNP-C: Our Nurse Practitioners are highly trained healthcare providers who deliver comprehensive, patient-centered care. They are qualified to diagnose and treat acute and chronic medical conditions, prescribe medications, order and interpret diagnostic tests, and provide patient education and counseling.
Working collaboratively with our physicians, our Nurse Practitioners can refer patients to specialists when necessary while also independently managing and coordinating patient care to ensure the best possible health outcomes.
Outside of the clinic, she enjoys reading and spending quality time with her family.
Justine Oertel APRN, FNP-C: Justine is experienced in providing comprehensive primary care, including routine wellness examinations, preventive screenings, and health assessments to help detect potential health concerns early. She also administers recommended vaccinations and immunizations as part of preventive care.
She is skilled in monitoring and managing chronic conditions such as diabetes, hypertension, asthma, and other long-term health concerns through regular evaluations, medication management, and personalized lifestyle recommendations. Her dedication to compassionate, patient-centered care has made her a valuable asset to East Lake Medical Clinic.
In addition to treating illness, Justine is passionate about preventive medicine and enjoys educating patients on healthy lifestyle choices, nutrition, exercise, and stress management to support long-term wellness.
Outside of work, Justine enjoys spending quality time with her family and going for runs.
Arleen Velez, FNP-C, APRN, Our Nurse Practitioners are highly trained healthcare professionals dedicated to providing comprehensive, patient-centered care. They are qualified to evaluate, diagnose, and manage both acute and chronic medical conditions, prescribe medications, and order and interpret diagnostic testing, as well as provide patient education and counseling.
In collaboration with our physicians, our Nurse Practitioners help ensure coordinated, high-quality care for every patient. They facilitate referrals to specialists when appropriate and are also able to independently manage a broad range of medical conditions to support optimal health outcomes.
Outside of the clinical setting, she enjoys traveling and spending time with her family.
